CORRIDOR ENHANCEMENTS FOR ROCKLIN ROAD SIERRA COLLEGE
Virtual Community Meeting
Rocklin Road Sierra College Corridor Multimodal Enhancements held its third Virtual Community Meeting on Thursday, January 19, 2023 from 5:00 6:00 p.m. A list of attendees is provided below:
There were 33 community members present at the Virtual Community Meeting via Zoom. A summary of previous outreach efforts was provided, as were examples of the two Diverging Diamond Interchange alternatives (DDI) that are being considered, along with any comments and questions from participants.
About the Project
It is the City of Rocklin's intention to improve the operational and circulation aspects of the Rocklin Road and Interstate 80 interchange for the long term. For better bicycle and pedestrian connections between Sierra Community College and downtown Rocklin, the City proposes redefining the interchange as a Diverging Diamond Interchange (DDI). At present, the Environmental Document Process is being reviewed for the project, as well as a draft of the City and Caltrans Project Report.
Meeting Format, Objectives and Purpose
Through Zoom, the meeting was held virtually. In addition to the presentation, an informational video was screened that explained what DDIs are and how they will work on Rocklin Road once they are implemented.
During the meeting, the facilitator, Katie DeMaio, AIM Consulting, introduced herself. During her introduction of the project team, she welcomed attendees and provided a brief meeting orientation. Following the presentation, she discussed previous public outreach efforts that included the first Virtual Community Meeting, the first Stakeholder Meeting, the second Virtual Community Meeting, and site visits with four property owners along the project alignment.
Project History Study Report
City of Rocklin Public Services Manager and Project Manager Matt McClure shared the project's background. In 2012, he examined previous concepts. It consisted of three components: a westbound onramp flyover, two roundabouts, and widening Rocklin Road from two to three lanes within its project limits. As a result, the project has been halted until 2020, with each option having its own disadvantages. The current concept of a DDI was introduced when the project reemerged. In 2020, a feasibility study determined that this type of interchange is feasible within the project's parameters. It led to the Environmental Document Process that began in 2021 and continues to this day. As part of the Project Report draft, the City and Caltrans were also notified in July 2022.
Placer County Transportation Planning Agency (PCTPA) conducted a bikeway survey in 2017 that showed a majority of participants wished to have better access to Sierra College and downtown Rocklin, as well as safer ways to cross I-80. Rocklin Road lacks trail connectivity near Interstate 80. A user would need to cross Sierra College Blvd or Roseville Road to access a trail, both of which have more congestion than Rocklin Road. By implementing a DDI, students from Spring View Middle School on the east side of I-80 will enjoy a safe crossing point.
